Rio de Janeiro is on the brink of total financial collapse. This week, two former governors of the state of Rio were arrested for corruption. Anthony Garotinho, who served from 1999 to 2002, is accused of running a vote-for-cash scheme.
Sergio Cabral, governor from 2007 to 2014, is suspected of siphoning away $65 million. A few years ago, Cabral was considered a potential presidential candidate, however scandals have damaged his reputation.
In 2012, a series of photos were brought to public attention that showed him traveling to Paris with businessmen who allegedly paid bribes to his administration. All travels were paid for with taxpayer money.
